GST
Published: February 1, 2007

Good for Singapore Tax or Gana Sai Tax??

GST7
 GST to 7%.

Few reasons for the hike:

  • Provides fiscal leeway for the lowering of corporate tax and create a more competitive business environment to attract foreign investors and global corporations to make Singapore their international HQ
(cK's note: One of EDB's aims is to establish Singapore as a international HQ hub, which is one of the many other hubs we are striving to become)
  • The Workfare scheme to help low-wage workers may become permanent instead of ad hoc and this requires significant resources
  • Increase in spending on health, education and infrastructure
  • Overall economic benefits will eventually benefit all income groups
  • GST of 7 per cent is relatively not that high [Average: Global - 16.4%, AP - 10.5%]
(cK's note: This is just a comparison and by no means comforting to me just because our GST is lower than average.)

Views from the Top

Note: The following views are taken from Business Times, "Views from the Top", Jan 22 2007

“...benefit business and society only if the government directs the additional revenue to the right use, and employees become more productive and pump more money back into the economy.

I am concerned about the impact on retirees and the non-working population like students and housewives. They are consumers, so they will have to pay higher GST. Yet they will not be able to benefit from any increase in CPF or decrease in income tax.”

                                                                                                        - Lee Kwok Cheong CEO SIM Pte Ltd

(cK's note: Looking forward to a very detailed defintion of "the right use" in the budget report.)

"Timing is a critical factor especially with change management.

We need to be mindful of a potential devaluation of the US dollar which will make our export-driven economy less competitive.  The impending increase in GST will hit hardest the lower-income as well as our increasingly marginalised middle-income group. I am very concerned about the concomitant inflationary effects and resultant profiteering, especially in markets and hawker centres."

                                                                              - Lim Soon Hock Managing Director Plan-B Icag Pte Ltd

(cK's note: We have a Commitee Against Profiteering to check unfair price hikes using GST as an excuse.)

"...The economy's robust growth is not enjoyed by all groups and the increased GST will hurt mostly the man in the street and the small enterprises that serve the local economy. The economic recovery is also in its early stages as it is not broad-based and has yet to prove itself sustainable over time.

The GST increase will also be an unnecessary burden and will possibly stifle growth among the smaller enterprises which are not GST-registered as they will not be able to offset any deductions from the higher GST that they have to pay. If they are GST-registered, competitive pressure may not allow them to pass any or most GST increase to their customers.

A hike to 7 per cent effectively represents a 40 per cent increase in GST payment by the consumer. Offering offset measures to help the poor cope with the GST increase just does not make much sense. They would wonder what benefits they get by paying more taxes on the one hand and receiving handouts on the other. By doing so, we have effectively stripped them of their dignity. The direct way to ease the burden on consumers and employers is not to raise GST and CPF at this time.”

                                                                    - "Richard Hoon CEO I Search Worldwide Group of Companies"

“The changes in GST and CPF might not be effective in helping Singapore, for the cost issue is not an internal problem, but a global phenomenon. Singapore is not too expensive; rather it is the developing countries which are too cheap in comparison."

                                                                                  - Eddie Khoo Executive Chairman Oceantrade Foods

cK's final note
:
Add (1/2/07): Im all for the long-term economic vision but "long-term" just means that the effects are not going to be over-night. The short-term impact is going to stink for many due to the price rise, and for me, an extra 2% for an imported headporter 2-way tote bag

Summarized, my short and long term attitudes toward GST are as follow:
GST is:
Gana Sai Today,
Good for Singapore Tomorrow.

大头 • 雨
Published: January 29, 2007
A children's rhyme goes like this:

大头大头,               Big Big Head, Big Big Head,
下雨不愁。               Big Big Rain I'm not afraid.
你有雨伞,               An umbrella would be great,
我有大头。               But I just need my Big Big Head.

How is this possible?

Doodle 3 - 26Jan07_1.jpg

In the rain, he won't get drenched neck down... hence, "下雨不愁". (well... in a way...)

...or perhaps, its just another urban legend.
